Korea-Indonesia Forest Cooperation Center

THE 2ND BATCH OF COMPETENCIES CERTIFICATION ON FOREST AND LAND FIRE CONTROL

JOINT PROJECT OF KOREA AND INDONESIA

The development of the Forest and Land Fire Management System in South Sumatra, Indonesia, through the cooperation between the Republic of Korea and the Republic of Indonesia, officially started with a Project Kick-Off Meeting on 9 August 2023 and is targeted to be completed in 2026. This project represents a joint commitment and effort from both countries in response to the massive forest and land fires in Indonesia in 2015, which had trans boundary effects, leading to haze pollution in ASEAN. The collaboration makes a significant contribution to forest and land fire management and control. The project is located in Manggala Agni Daops XVII, Ogan Komering Ilir (OKI), South Sumatra, and is implemented by the Korea-Indonesia Forest Cooperation Center (KIFC), formed by the Korea Forest Service (KFS) and the Ministry of Environment and Forestry (MoEF), with the Directorate of Forest and Land Fire Management, Directorate General of Climate Change, serving as the executing agency.

One of the project activities involves enhancing the capacity-building program in forest and land fire management for Manggala Agni and other related stakeholders. Alongside this initiative, KIFC conducted The Second Batch of Competence Certification on Forest and Land Fire Control from 26 to 30 December 2023 in Manggala Agni Daops XVII, Ogan Komering Ilir (OKI), South Sumatra. This competency certification aligns with the Ministry of Environment and Forestry’s goal of accelerating certification for all Manggala Agni members. KIFC collaborates with the Indonesian Forestry Professional Competency Certification Institute (LSP-HI), the sole official certification body authorized by BNSP to conduct certifications in the field of forest and land fires.

This activity took place from 26 to 30 December 2023 at the Manggala Agni Daops XVII Ogan Komering Ilir (OKI) headquarters in South Sumatra. During this initiative, KIFC facilitated instructor-level certification for eleven (11) Manggala Agni members from South Sumatra (Daops Banyuasin and Musi Banyuasin) and Jambi (Daops Jambi City, Muara Bulian, and Bukit Tempurung). Additionally, fire crew level 3 certification was provided for nine (9) members of Manggala Agni from South Sumatra (Daops Banyuasin and Lahat) and Jambi (Daops Kota Jambi and Muara Bulian). Specifically, for instructor-level certification, recipients are expected to become trainers for fellow Manggala Agni members, the community, and other stakeholders in Dalkarhutla activities.

The opening ceremony was graced by the presence of Mr. Won Dongbok, Project Manager for the Development of Forest and Land Fire Management System, a collaboration between South Korea and Indonesia. Dr. Israr Albar, representing the Director of PKHL KLHK and serving as the Head of the Sub-Directorate for Forest and Land and Fire Management at KLHK, also attended. Dr. Noviyanto Bambang, Chair of the Indonesian Forestry Professional Certification Institute, was among the distinguished guests. In his speech, Mr. Won Dongbok expressed his hope that certification participants would seize the opportunity to gain recognition as Dalkarhutla troops and foster connections with other Manggala Agni Daops.

Throughout the five days of the activity, participants were initially provided with Dalkarhutla materials to strengthen their understanding and preparation before the competency test. The briefing materials were delivered by Dr. Ir. Novianto Bambang W, M.Si, and Ir. Agung Setiabudi, M.SC. Additionally, participants received various refresher materials on Occupational Safety and Health (K3), preparedness and logistics management, as well as prevention, blackouts, and post-karthuta activities.

The competency test was conducted by four (4) examiners (assessors) from LSP-HI: Ir. Minto Basuki, Drs. Bambang Darmodjo, MS, Didin Syarifudin, S. Sos, and Ir. Pambudi Mahanti, M.Si. The evaluation encompassed checking filings, written and oral tests, and the results were provided in the form of recommendations, declaring all participants as competent. Subsequently, these recommendations will undergo review by LSP-HI and be submitted to BNSP to obtain competency certificates. With the success of this activity, KIFC aims to replicate this competency certification initiative in the future, encompassing a wider range of certification levels.
