Indonesia Hosting The 3rd High Level Dialogue on REDD+

The Ministry of Environment and Forestry (MoEF) of Indonesia, in collaboration with the Korea Forest Service (KFS), Republic of Korea has conducted The 3rd High Level Dialogue (HLD) on REDD+ on 30 September – 2 October 2015 in Yogyakarta – Indonesia.

The HLD on REDD+ is implemented as a forum to share experiences and challenges in conducting REDD+ projects among the dialogue member countries – Indonesia, Cambodia, Myanmar and Lao PDR – which are the countries that has a cooperation projects on REDD+ with the Republic of Korea.  Through this cooperation, the five countries, each at a different phase in implementing REDD+ projects, are expected to share their learning experiences and develop common strategies to overcome the challenges that they face together.

The 1st and the 2nd HLD on REDD+ were held in Korea.  At the 1st HLD all the member states were agreed to annualize the HLD, then at the 2nd all the member states of HLD were agreed that the 3rd HLD would be conducted in Indonesia.

The 3rd HLD on REDD+ was officially opened by the Head of Indonesia delegation, Mr. Basuki Karyaatmadja, and was attended by delegation of Korea, Indonesia, Cambodia, Myanmar and Lao PDR as well as from Korea-Indonesia Forest Center (KIFC) and the Project Management Unit (PMU) of the Forest Management Unit (FMU)/REDD+ Project in Tasik Besar Serkap-Riau.   The participants are as the following :

Indonesia :

The Dialogue was held on 1st October with the main agenda was as the following :

  1. Introduction of Participants and adoption of the Agenda;
  2. Report of the 2nd HL Dialogue on REDD+ (KFS)
  3. Country Report (Korea, Indonesia, Cambodia, Myanmar, Lao PDR);
  4. Dialogue on Topic 1 : “How REDD+ could sthrengthen the operation of FMU”
  5. Dialogue on Topic 2 : “How HLD Could contribute to implementation of REDD”
  6. Plan for 4th HL Dialogue (Venue and Topic)
  7. Adoption of the Minute of the Dialogue;
  8. Informal bilateral meeting, between Korea Delegation and the Delegation of Indonesia, Cambodia, Myanmar and Lao PDR;

The HLD participants were also given opportunity to learn how an FMU operating sustainable forest management through field visit to the FMU of Yogyakarta. The locations visited in the field visit were : Permanent Nursery, Small scale cajuput oil factory, superior teak nursery, superior teak plantation and wooden craft home industry.

The Permanent Nursery was built in 2011 and starting production of seedling in 2012.  The nursery is managed by Serayu Opak Progo Watershed Management Unit – Ministry of Environment and Forestry.  It is located at Gading Village Gunung Kidul, with the area of about 2,5 Ha.  It produce about 1,5 millon seedlings every year, to be distributed free of charge to people who need seedlings to be planted for land rehabilitation.

The small scale factory of Cajuput Oil is called ‘Sendangmole’, one of the four Cajuput Oil Factory managed by the FMU of Yogyakarta. It is located only 5 minutes driving from the Permanent Nursery.

The raw material of this factory is the leaves of  Melaleuca leucadendra.  The factory could proceed distillation of 18 Ton of the leaves per day. The length of the distillation process is about 6 – 8 hours.

The superior teak nursery is managed by FMU of Yogyakarta in collaboration with a private investor.  The area of the nursery is about 4 Ha and could produce about 2 million Superior Teak seedlings every year.  The seedlings are

  • propagation techniques using shoot cuttings is applied in this nursery.

The superior teak plantation is developed by the FMU of Yogyakarta in collaboration with a private company called PT. Surya Silva Mataram.  Its located about 5 minutes driving from the Superior Teak Nursery.

The area of plantation is about 30 Ha.  It was planted in 2010.  On the , about. This plantation also involving local community

The wooden craft home industry is belong to Mr. Sujiman with 40 employes. Mr. Sujiman using local wood as the raw material, mostly Sengon (Paraserianthes falcataria).

After completing the field visit, the participants of the HLD also had opportunity to visit Prambanan temple and Ratu Boko Temple.
